Formulation of an integrated regional development plan for the Harran Plains (Sanliurfa) area. The plan included: agricultural planning and irrigation projects,
 
Identification of agro industrial potentials and project preparation of industrial enterprises. Formulation of a tourism regional program, identification, preparation and financial analysis of touris projects. Physical planning and mapping. Program for the regional small scale entrepreneurship promotion, analysis of social aspects and credit schemes.The final output was a comprehensive IRD plan.
